CALL FOR APPLICATIONS
FOR MASTER ACADEMIC STUDIES IN ACADEMIC YEAR 2025/2026
Study program:
Master in European Integration
(for achieving 60 ECTS and 120 ECTS)
University of Belgrade Faculty of Law enrolls for Master's academic studies, study program in English language Master in European Integration in academic year 2025/2026:
1) at one-year study program (60 ECTS)
- three (3) students, whose education shall be financed from the budget of the Republic of Serbia,
- fifty seven (57) self-financing students.
2) at two-year study program (120 ECTS)
- ten (10) self-financing students.
Tuition fee is 160.000,00 RSD and for the foreign students 2.400 EUR in RSD counter value (tuition fee can be paid at once or in four equal installments: I installment upon enrollment, II installment until December 20, 2025, III installment until February 20, 2026 and IV installment until April 20, 2026). Candidates enrolling in a two-year program pay above mentioned tuition fee for each year.
Candidates who completed previous degree on November 5th, 2025 the latest are eligible to apply for admission within the first application term.
Applications should be submitted from October 15th to November 5th, 2025 to the Office for Master and Doctoral Studies, according to the following schedule: every Monday, Wednesday and Friday from 11:00 to 13:30 and every Tuesday and Thursday from 11:00 to 17:00.
Applications can also be sent by post to the address: University of Belgrade, Faculty of Law, Office for Master and Doctoral Studies, Bulevar kralja Aleksandra 67, 11000 Belgrade (Note: Candidates who submit their applications by post during the last few days of the application deadline must contact the Office for Master and Doctoral Studies in order to confirm receipt of their application for admission).
The list of required documents to be submitted with the application for admission is specified on the appropriate application form.
Proof of English language proficiency must be submitted. Also, an oral English language proficiency check is possible.
Along with the application, it is necessary to submit a signed statement authorizing the University of Belgrade and the Faculty of Law to inspect, obtain and process personal data for the purposes of the competition process for enrollment and study; that personal data can be entered into an electronic database, that they can be used for the purpose of generating the necessary statistical data, submitting the requested data to the Ministry of Education, and that they will not be available to unauthorized persons.
Candidates who completed the previous level of studies before the academic year 2024/25 year when applying also submit a signed statement that they were not enrolled in the first year of Master's academic studies in budget status, as well as the statement that they enroll Master's academic studies at the University of Belgrade Faculty of Law for the first time.
Candidates who were enrolled earlier in Master's academic studies at the University of Belgrade – Faculty of Law, and whose status has been terminated due to the expiration of the deadline for completing their studies or due to failure to enroll in the year, must submit a request for recognition of exams passed based on the previous enrollment along with the application for (re)enrollment.
Enrollment will be conducted after announcement of the final ranking list of registered candidates.
Notes:
*Candidates who want to pay for registration fee from abroad have to send request for issuance of pro-forma invoice with instructions for payment to the following e-mail address: pds@ius.bg.ac.rs (request has to include candidate's first name and surname and home address).
*Candidates for which application fee will be paid by legal entity have to send request for issuance of pro-forma invoice to the following e-mail address: pds@ius.bg.ac.rs (request has to include business name, address, tax identification number and registration number of the legal entity).
CONDITIONS FOR ENROLLMENT

1) Eligible for enrollment in Master's academic studies, at one-year study program Master in European Integration (60 ECTS) are candidates who have completed:
- Bachelor's academic studies (240 ECTS);
- Undergraduate four-year studies according to the laws that were valid before the entry into force of the Law on Higher Education („Official Gazette of RS“, No. 76/2005, 100/2007 – authentic interpretation, 97/2008, 44/2010, 93/2012, 89/2013, 99/2014, 45/2015 – authentic interpretation, 68/2015 and 87/2016);
- Integrated academic studies (300 ECTS);
- Three-years lasting Bachelor's academic studies and two-years lasting Master academic studies (BAS: 180 ECTS + MAS: 120 ECTS);
- Bachelor's academic studies valid 180 ECTS and Master's academic studies abroad valid 60 ECTS;
at:
- The law faculties founded by the Republic of Serbia or the Republic of Srpska – Application form No. 1;
- Other closely related faculties of social sciences and humanities, founded by Republic of Serbia or Republic of Srpska, such as: Faculty of Economics, Faculty of Philology, Faculty of Philosophy, Faculty of Political Sciences, and others (see: Decision on précising the conditions for the enrollment at master academic studies from the University of Belgrade Faculty of Law from September 23, 2019 and December 7, 2020) – Application form No. 2;
- Other law faculty or the closely related faculty of social sciences and humanities, under the condition that the study plans and programs are accorded with the study plans and programs of the Faculty, and that conditions and procedures for the enrollment are fully respected (see: Decision on the enrollment at Master academic studies of candidates who did not graduate from the University of Belgrade Faculty of Law as amended on September 25, 2023).
Application forms for candidates from point 3:
- Application form No. 3a - for candidates who submit preliminary registration in order to take differential exams in academic year 2025/2026 and applying for enrollment in the academic year 2026/2027;
- Application form No. 3b - for candidates who passed differential exams on the basis of the previously submitted preliminary registration for enrollment and for candidates for which it has been determined that they can apply for enrollment without obligation to pass differential exams;
- Application form No. 3c - for candidates who graduated from other law or closely related faculties of social sciences and humanities if analysis of complementarity of study plans and programs has not been conducted earlier.
2) Eligible for enrollment in Master's academic studies, at two-year study program Master in European Integration (120 ECTS) are
- candidates who have completed Bachelor's academic studies valid at least 180 ECTS
at
- The law faculties founded by the Republic of Serbia or the Republic of Srpska – Application form No. 4;
- Other closely related faculties of social sciences and humanities, founded by Republic of Serbia or Republic of Srpska, such as: Faculty of Economics, Faculty of Philology, Faculty of Philosophy, Faculty of Political Sciences, and others (see: Decision on précising the conditions for the enrollment at master academic studies from the University of Belgrade Faculty of Law from September 23, 2019 and December 7, 2020) – Application form No. 5;
- Other law faculty or the closely related faculty of social sciences and humanities, under the condition that the study plans and programs are accorded with the study plans and programs of the Faculty, and that conditions and procedures for the enrollment are fully respected (see: Decision on the enrollment at Master academic studies of candidates who did not graduate from the University of Belgrade Faculty of Law as amended on September 25, 2023).
Application forms for candidates from point 3 who are applying for two-year program:
- Application form No. 6a - for candidates who submit preliminary registration in order to take differential exams in academic year 2025/2026 and applying for enrollment in the academic year 2026/2027;
- Application form No. 6b - for candidates who passed differential exams on the basis of the previously submitted preliminary registration for enrollment and for candidates for which it has been determined that they can apply for enrollment without obligation to pass differential exams;
- Application form No. 6c - for candidates who graduated from other law or closely related faculties of social sciences and humanities if analysis of complementarity of study plans and programs has not been conducted earlier.
CONDITIONS FOR ENROLLMENT IN THE STATUS OF STUDENT FINANCED FROM THE BUDGET

For the enrollment in the status of student financed from the budget of the Republic of Serbia eligible are candidates who are:
- Citizens of the Republic of Serbia,
- Citizens of the Republic of Srpska,
- Members of the Serbian national minority from neighboring countries, including scholarship holders of the „Serbia for Serbs from the Region“ program.
APPLICATION FOR CANDIDATES WHO ARE MEMBERS OF THE SERBIAN NATIONAL MINORITIES FROM NEIGHBORING COUNTRIES

Members of the Serbian national minority from neighboring countries, including scholarship holders of the „Serbia for Serbs from the Region“ program in the 2025/2026 academic year, can enroll in the first year of studies under the same conditions as citizens of the Republic of Serbia, including the right to budget funding.
Neighboring countries are: Hungary, Romania, the Republic of Bulgaria, the Republic of North Macedonia, the Republic of Albania, Bosnia and Herzegovina, the Republic of Slovenia, the Republic of Croatia and Montenegro.
When applying for the admission, these candidates, in addition to the prescribed documentation, submit a written statement stating that they are members of the Serbian national minority.
A member of the Serbian national minority from a neighboring country, who is a scholarship holder of the „Serbia for Serbs from the Region“ program, when submitting an application and the prescribed documentation for enrollment in studies, also submits a confirmation from the Ministry on the status of a scholarship holder to the higher education institution.
APPLICATION FOR CANDIDATES WITH DISABILITIES AND MEMBERS OF THE ROMA NATIONAL MINORITY, WITH THE APPLICATION OF PROGRAM OF AFFIRMATIVE MEASURES

Persons with disabilities and members of the Roma national minority, who enrolled and completed undergraduate studies at the University of Belgrade Faculty of Law by applying the Program of affirmative measures in the status of students whose studies are financed from the budget, can enroll at the Master academic studies by applying affirmative measures implemented in accordance with the program for the implementation of affirmative measures for the enrollment of persons with disabilities and members of the Roma national minority, based on Decision on number of students for enrollment into the first year of study programs of Master academic studies which are financed from the budget of the Republic of Serbia for higher education institutions founded by the Republic Serbia in the academic year 2025/2026.[*]
Candidates applying for enrollment as a candidate with a disability, or for enrollment through the implementation of the Program of affirmative measures for enrollment of persons with disabilities, when applying for enrollment, in addition to the mandatory application documentation, submit an opinion on determining the status of a candidate with a disability. The procedure is initiated by submitting a request for determining the status of a candidate with a disability to the Office for students with disabilities, on the prescribed form, and in accordance with the Regulation on the Method of Determining the Status of Candidates and Students with Disabilities.

Candidates who are members of the Roma national minority can also apply for enrollment through the Program of affirmative measures for enrollment implemented by the Ministry. This program includes support for candidates when enrolling in a study program, as well as during their studies.
Information on the enrollment of candidates who are members of the Roma national minority is available in the Program of affirmative measures for the enrollment of members of the Roma national minority.
When applying, these candidates submit to the Faculty, in addition to the prescribed documentation, a Statement that they are members of the Roma national minority and a Recommendation from the National Council of the Roma national minority.
[*] According to Decision on number of students for enrollment into the first year of study programs of Master academic studies which are financed from the budget of the Republic of Serbia for higher education institutions founded by the Republic Serbia in the academic year 2025/2026 and with regard to application of the Program of affirmative measures, one budget place is approved for persons with disabilities and one for members of the Roma national minority. For mentioned budget places candidates will be ranked together with candidates who will apply for enrollment at the study program: Law.
APPLICATION FOR CANDIDATES WHO COMPLETED PREVIOUS LEVEL OF STUDIES ABROAD

Candidates who graduated abroad and in the states of the Former Yugoslavia, have an obligation - when enrolling - to submit the Decision of the University of Belgrade related to the recognition of foreign higher education documents, or the certificate proving that the above-mentioned procedure has been in progress (candidates who submit certificate on started recognition procedure can be enrolled in the study program only conditionally until the issuance of the final decision). Procedure for recognition of foreign higher education documents for academic year 2025/2026 is done before the University of Belgrade (for more information visit: https://www.bg.ac.rs/recognition/).
The procedure of recognition of foreign higher education documents must be started until October 21st 2025, the latest.
Candidates – foreign citizens are obliged to submit to the Faculty evidence that they have health insurance for the academic year they enroll.
The enrollment of scholarship holders of the Government of the Republic of Serbia within the „World in Serbia“ and „Serbia for Serbs from the Region“ programs, who are also obliged to initiate the procedure for recognition of foreign higher education documents, will be carried out in accordance with the Professional instructions of the Ministry of Education for the implementation of enrollment.
CRITERIA FOR THE RANKING OF CANDIDATES

When compiling the ranking list of candidates who have applied for admission, candidates who are enrolling in Master's academic studies at the University of Belgrade – Faculty of Law for the first time will be ranked first, and then other candidates will be ranked.
According to the Decision of the Academic Council of the University of Belgrade, Faculty of Law, general grade point average will be used as the main criterion for making the rank order, and additional criteria will be duration of undergraduate studying and a group of attended courses which are relevant for the chosen module:
Ranking will be conducted as follows:
1. GENERAL GRADE POINT AVERAGE shall be multiplied with 10.
- For candidates who completed Bachelor academic studies or integrated academic studies acquired grade point average of those studies is calculated.
- For candidates who completed undergraduate four-year studies according to the laws that were valid before the entry into force of the Law on Higher Education („Official Gazette of RS“, No. 76/2005, 100/2007 - authentic interpretation, 97/2008 , 44/2010, 93/2012, 89/2013, 99/2014, 45/2015 - authentic interpretation, 68/2015 and 87/2016) grade point average of undergraduate studies with included final thesis, if there is any, is calculated.
- For candidates who completed three-years lasting Bachelor's academic studies and two-years lasting Master's academic studies (BAS: 180 ECTS + MAS: 120 ECTS) and achieved at least 300 ECTS, general grade point average (GGPA) is calculated on the basis of grade point averages acquired at Bachelor's academic studies (GPABS) and Master's academic studies (GPAMS), pondered by duration of study program on Bachelor's academic studies and Master's academic studies shown in ECTS points (BSpoint and MS point):

2. DURATION OF STUDYING will be calculated in a following way:
- For candidates who completed Bachelor's academic studies (240 ECTS); candidates who completed undergraduate four-year studies according to the laws that were valid before the entry into force of the Law on Higher Education („Official Gazette of RS“, No. 76/2005, 100/2007 – authentic interpretation, 97/2008, 44/2010, 93/2012, 89/2013, 99/2014, 45/2015 – authentic interpretation, 68/2015 and 87/2016); and candidates who completed Bachelor academic studies valid 180 ECTS and Master's academic studies abroad valid 60 ECTS:

3. GROUP OF COURSES WHICH ARE RELEVANT FOR STUDYING AT THE CHOSEN MODULE
(courses which the candidate passed during undergraduate studies, important for further studies, evaluated by the Scientific-Academic Council of the Faculty of Law – potential obligation to pass differential exams).

The total sum of points based on all three criteria is used for making the rank order.
In exercising the right to enroll, candidates have equal rights that cannot be restricted on the basis of gender, race, marital status, skin color, language, religion, political opinion, national, social or ethnic origin, disability or other similar grounds, position or circumstances.
When applying for enrollment, a diploma and a diploma supplement, i.e. a graduation certificate with a certificate of passing exams issued by an accredited higher education institution and study program, are submitted.
Candidates who completed undergraduate four-year studies according to the laws that were valid before the entry into force of the Law on Higher Education („Official Gazette of RS“, No. 76/2005, 100/2007 – authentic interpretation, 97/2008, 44/2010, 93/2012, 89/2013, 99/2014, 45/2015 – authentic interpretation, 68/2015 and 87/2016) Along with the diploma, instead of a diploma supplement, they are required to submit a certificate of passed exams.
Candidates who have not been issued diplomas, upon enrollment, submit a graduation certificate with a certificate of passing exams, provided that they submit to the Faculty, no later than within one year, a diploma and a diploma supplement on the completed previous level of higher education.
Diploma on completed first level of higher education level within the academic studies which candidate obtained with recognition of certain part of study program of applied studies of the first level is considered valid for enrollment at Master academic studies only if the scope of recognized exams from the level of applied studies does not pass over 30% of total scope of study program of academic studies at which diploma is obtained (72/240 ECTS, i. e. 54/180 ECTS in accordance with the Rulebook on standards and procedure for accreditation of the study programs).
